Yes, all TCG cards are legal in all TCG territories. So you can use Spanish cards in the USA, English cards in Germany, etc. OCG cards (Japanese and Korean) are not allowed though. You can ONLY use any TCG cards as long as you have an English translation of that card. You CANNOT use any OCG (Official Card Game) cards (Japanese, Korean, Chinese) cards. So the only TCG (Trading Card Game) cards you can use would be Spanish, German, French, Italian etc cards like that. It's due to like the OCG and TCG having different releases.

You first start of by drawing 6 cards and the players who's turn it is draws a card. play a basic Pokemon and the rest are benched and the bench can only hold 5 Pokemon, if one of your benched Pokemon dies you can replace it. your basic Pokemon can attack but you may need energy to use it so supply it with energy cards, attatch one energy on one Pokemon per turn. if it has a normal type color than it means any type. now you must retreat the Pokemon before you attack if it is injured or harm, but only if u want to you can now evovle Pokemon and when this happens all effects on them are done and the original basic Pokemon is dead. when a Pokemon dies it is by the hp, and the attack has a nuber written next to it (not all) that is how much dmg is given to the hp. and when the hp reaches 0 it dies.

Yes, they can, unless the card itself says it has to be active. Here's an example: "Once during your turn, when (Pokemon's name) is your active Pokemon you may..." This indicates that the Poke-Power cannot be used while in bench.

Same as it was in the Diamond and Pearl expansions. Every turn, after you draw a card, you are allowed to attach one energy from your hand to any one of your Pokemon in play. Energies are very important in the TCG games because they allow you to attack; you need the right type and amount of energy (found on the left of the name of the attack) in order to use it. Thus, energy cards are necessary, and have always been necessary in Pokemon decks. Also, you can buy a theme deck at Target (or some other store that sells them) that comes with instructions to the game. Also see the Pokemon site and go to their TCG site for a video demo.
You are allowed to use any TCG card in any TCG tournament. So in a tournament in England, you can use spanish, Italian, German cards, etc, you will need to be able to provide a translation though. On the other hand, you cannot use any OCG card in a TCG tournament, so no Japanese or Korean cards.
