You have to go to the sky pillar (near pacifidlog town), and you have to use a match bike to go to the top of the tower to awaken Rayquaza.

You get RAYQUAZA at the top of SKY PILLAR after seeing GROUDON, KYORGE and RAYQUAZA in SOOTOPILIS CITY. RAYQUAZA is LV.70 so be prepared! RAYQUAZA knows these techniques: EXTREMESPEED REST FLY DRAGON CLAW. The ratio of it being shiny is 25%. The only difference between SHINY & NON-SHINY is that the SHINY one is BLACK, not the regular GREEN. The best ball to use on RAYQUAZA is either an ULTRA-BALL (Or if you are lazy and not bothered a MASTER-BALL!)

When Groudon Kyogre fight in Emerald what do you do?
First fly to sootopolis city. once you spot Groudon and Kyogre fighting, go talk to steven, and he will walk you to Wallace (the final master of the Elite Four). And Wallace will tell you where he heard Rayquaza was...the answer is Sky Pillar. once you sed dat, he wil fly to sky pillar. once your at sky pillar, go inside (make sure you have a mach bike) go through the first ladder. and then use your mach bike to speed your way through the loose cracks on the floor, and try ur best to stop on the in between tracks on the floor in between the rocks. and then u will fall into the bottom level, nd then you can go through the door.....onve your in there, walk up onto the stagey thing....and follow the little maze of rocks...at theend of it, u will meet a Level 70 Rayquaza. (and make sure u save it, because cathcing this Pokemon is vital, its the best Pokemon in the hoenn region)
