You can, only if something specifically says you can. Tribute for most Ritual Spell Cards can come from hand. But if the card doesn't specify, the tribute must come from your side of the field.

You can never tribute an opponent's monster unless the card specifically says you can (Lava Golem, Soul Exchange).

Only if a card specifically states you can (Ritual Summons, for example). At other times, including Tribute Summons, the monsters must be on the field.

The only way you can do it is by using an external effect. Ancient Rules can special summon it, for example, Mausoleum of the Emperor can let you pay 2000LP to Normal Summon it without tribute. Phoenix Gearfried's 'second summon' to activate its Gemini effect, does not require tribute. But unless you've got a specific way around it, you still need to tribute two monsters to summon it initially from hand.

Sounds like Ordeal of a Traveler. The effect is applied when the opponent attacks (does not have to be against a defence mode monster, or even a monster at all). He must select a card from your hand and correctly guess if it is a monster, spell or trap, or his attacking monster is returned to hand.
