you can't- make Pokemon migrate from Pokemon ruby/sapphire/emerald or trade from diamond and pearl or platinum.
You have to use the Pal Park option which is only available after obtaining the National Pokedex. Even then it isn't trading, you are transferring Pokemon from Sapphire to SoulSilver.
you cant catch a deoxys in Pokemon soulsilver or heartgold but u cud trade it over from ruby Sapphire or emerald or use an action replay
