No, you can't trade Pokemon between DS games and GBA games but at the very end of Pokemon pearl or Diamond you can visit Pal Park and transfer them into the Pearl or Diamond. Unless you are talking about the new HeartGold and SoulSilver that is coming up, then yes you can trade but you need to have another DS. I tried that with my little sister's DS to trade my pokemons when I want to delete my Diamond game and she does it too.

Um, actually it's not the same as trading on diamond or pearl. You do need two of the Nintendo ds to trade if you want to trade between diamond and pearl and HH and SS. There isn't two places to put two different game in on the ds. You have to have two and then trade them to yourself.
