Well, there are four ways to get an Eevee in platinum
1. get it from Bebe (in hearthome city)
2. if the first eevee was female you can actually mate it with a male Bidoof, Buizel, or Shinx in Solacean town (at the Pokemon daycare duh). Seriously this works!!
3. it could be a "daily Pokemon" in trophy garden on (route 212 if you didnt know)
4. and if you saved after the first Eevee was a male; you could beat the elite four, see or catch all the Pokemon in sinnoh, and finally get the pokerader from Professor Rowan, go to route 218 (with pokeradar) and catch one of those nice pink Dittos (which you can mate with any Pokemon regardless of gender, exept legendarys.
and that's about it.
