You can not get from the game its self but you can get a Vulpix if you trade with a friend who has a Game Boy or DS Lite or DS I and has Green Leaf or XD, Ruby , Sapphire or Emerald
Blain the 8th gymleader as a Vulpix and a Ninetails... Blain is on Cinnabar Island and you need SURF to get there. The quickest way is to FLY to Pallet Town and then if you go down to the Bottom of pallet town there is a Swimming Zone go into the swimming pool or whatever you decide to call it and keep on going straight and you will get to Cinnabar the key for the gym is in PokeManishion and I think you just did this question to find out about Vulpix so I will not tell you were in the PokeManishion
