Well, in Pokemon Diamond, Pearl and Platinum, you cannot obtain Ho-Oh or Lugia during normal gameplay. However, if you get your National Pokedex (I'm not sure if you have to beat the Elite Four and the Champion too) and go to the Pal Park (south of Sandgem Town, you'll see a watery route leading south of it). Professor Oak will tell you about the Pal Park a little when you get your National Pokedex. After you accomplish that, you have to use a copy of Pokemon FireRed, LeafGreen, Ruby, Sapphire or Emerald (only works with the original DS or the DS lite) and put it in the GBA slot of your system. Boot up your Pokemon DS game and on the start menu instead of continuing there should be a new option called "Migrate from _____" (whatever game you have in the GBA slot. Do that. You'll have to wait 24 hours without changing your DS clock for the Pokemon to get ready to migrate. The next day at that time or later you can go to the Pal Park and talk to the worker person at the counter and he'll ask you if you want to participate in a Catching Show. Say yes and he'll let you in to catch your Pokemon.
WARNING: ONCE YOU MIGRATE YOUR POKEMON YOU CANNOT GET THEM BACK ONTO THE GAME PAK YOU MIGRATED THEM FROM.
You can't migrate any more than six Pokemon (an entire party).

they are the same. the only thing different Pokemon like in soul silver you get groundon and in heart gold you get kyogre. in soul silver lugia will be level 45 and in HG it wil be 70. in soul silver Ho-Oh wil be 70 in HG 45. so there the same also latias in HG and latios in SS altogeather Hoho is way better than HG that's why i bought HG instead of SS . its better Improved by belovin: what u just said doesnt make sense. ss is better because it just is. lugia is better than hooh and in the original game it had better graphics and u can go to the whirl islands earlier to get horsea. its just way better.

Lugia and Palkia are super effective
It is very hard to get Lugia, you need to get the Mystic Ticket from the special event. You can do this by mixing records with a person who has the mystic ticket. Then, show it to the Boat Captain (perhaps Cap. Stern, I'm not sure) and s/he will take you to Navel Island, where Lugia is. Ho-oh is also here, but you need the Aurora Ticket.This is just what I heard, I'm not sure it works, so sorry if it doesnt.

Lugia! Lugia's water type moves are super effective to ho-oh! Unfortunately, for some reason, Lugia isn't a water type!!! So ho-ohs fire type won't be not very effective, but Lugia's water moves will still be super effective if you use water moves
Shut up and listen WHAT the hell is hooh hooh or Ho-Oh is a legendary Pokemon in the Pokemon games Pokemon Gold/Silver/Crystal. I don`t exually have an answer for the first question though...
to catch any of these u need either a gameshark or use other cheats.
turn your ds off then back on again so that your at the beginning of the game, (straight after the moving Pokemon eg: hooh or lugia. then go down onto the 3rd box which says Connect to pokewalker. go onto that. then yea. hope i helped
