First it's where, and second, you can only catch houndour in Pokemon Emerald. You need to finish the game and the new safari zone (part) will be opened. Houndour only is found when you go up this mountain area in the new safari zone and jump down to a square looking area with a guy walking around there. Houndour should be there.
