If you have the VBA emulator in your PC, then this shouldn't be a problem.
1. Open the VBA emulator
2. Open the game
3. Click on the "Cheats" tab
4. Click on "GameShark"
5. Type the title of the cheat on the "Description" space....in this case, type Mew. But it doesn't matter....it's just a title for the cheat.
6. In the "Code" box, copy & paste this code: 71E09BD117FDFD02
7. Click OK
8. Click OK again
9. Go to a patch of grass or in the sea or wherever Pokemon appears....
10. Good luck in catching Mew =)
P.S. If you want that wild Mew to be Lv. 100 (because you're going to catch it), repeat steps 1-5. But instead of typing Mew, type Lvl 100. Then enter in this code...ECE60170B3CCB7D2...click OK, then go to a patch of grass. Oh, and if you have a Master Ball, you can go use it on Mew safely because fortunately for you, there is a cheat that can help you use anything INFINITELY! No kidding! So, again, repeat steps 1-5, type in Infinite Items on the Description box, then enter A1D75FBCCEC709E8 & click OK. Go to the patch of grass & catch that Mew without battling it, because you've got everything that you need!
ALRIGHT! For Pokemon collectors out there, if you're looking for a REALLY fast way without doing this, just go on over to http://rubyandsapphire.webs.com/pokemongames.htm and go download everything on that page. Everything you need to know is there....and every Pokemon you have ever bargained for is there. Everyone, that is, except for Deoxys & Rayquaza...Deoxys because I couldn't find a way to catch him yet, and Rayquaza because I didn't catch him yet. If you know how to catch Rayquaza, then just go on over & catch him. That way, your collection would be complete. That has once been my game. It still is my game now, only maybe someone has already downloaded it & now we share the same game.

I don't really think you can. The thing is, in Sapphire you can catch Lotad but not Seedot and in Ruby you can catch Seedot but not Lotad. However in Emerald, you can catch both. So You'd have to trade from a Sapphire or Emerald. Lotad can be found on route 114 on Pokemon RUBY!

Depends what you mean by "beat." some consider it beaten after the Elite Four is defeated. But there are still a ton of Pokemon to catch, so others consider the game beaten after you catch all 386 Pokemon available in ruby.

You may want to research these glitches to get the accurate answer.
