No, there are currently no "legitimate" ways of getting a Club Penguin membership for free.
All of these ways currently either have to be earned by winning a contest, or by sacrificing an e-mail account to junk mail and spam.

They then sell this information to third parties. This is how the site can actually give you the prize in the first place. The result of this is your email being completely filled up with spam and useless information.
In summary, there really is no free way of becoming a member in Club Penguin. The only way to get a membership card is to earn it by doing chores, or just let this temptation pass by. It's not as if the absence of free membership is the end of your life. There are many other things out there that you can do in the future. Who knows, you may even get enough money from helping parents or friends to get a Club Penguin membership card.
