If you give the item to a Pokemon to hold, and then trade it, then your Pokemon will evolve. I am not sure if this only applies to Porygon or if it will work for any Pokemon but I hoped this helped

Onix evolves into Steelix, while holding a Metal Coat and traded. Steelix can also Mega Evolve, but cannot evolve into any other Pokemon.

Even though its one of my favorite pokemon, its pretty useless at first, but if you train it hard enough it can learn some pretty good moves. A good stragety is to use weepinbell for poison powder or sleeping powder and then switch to a different pokemon. I dont know if this was any help to you.
