The PSO 2000 and 3000 can connect to your television with the PSP AV cables.
There are special av cables that have a small, almost headphone connector plug-if not headphone connector- end opposite to the Red White and Yellow connectors.

The PSVita does not have any video-out ports. Therefore it cannot be connected to a TV screen unless it undergoes some heavy modification, involving opening it up and splicing a capture card into the wires that carry the video feed.
Unfortunately not, even though you can get AV cables for other PSP models. As it's a budget model, the E1000 is missing various features, including the AV-OUT port.

To do this you will need either a component or composite AV cable (depending on your tv). These generally run about 20USD at you local Walmart. NOTE: PSP Software (Games) can only be played on a PSP-3000 with a component video plugged into a TV that supports Progressive scan.
