'Fissure' only destroys one monster. But you never choose the monster when you activate Fissure, meaning it does not target. Even if you 'know' which monster it will affect, it only makes the selection on resolution, and conditions on the field can change, meaning it might end up destroying something else instead.

Counter Traps and many negation effects are used against 'an activation' or 'a summon', they do not target the monster itself, even if they also destroy it.
