According to the effects of Slifer the Sky Dragon given in Yu-Gi-Oh! 5D's World Championship 2010: Reverse of Arcadia, Bottomless Trap Hole may not be activated when it is Tribute Summoned onto the field. It clearly states that "...when this card is Normal Summoned, the effects of Spell, Trap, and Effect Monster Cards cannot be activated..."

Slifer the Sky Dragon can be destroyed afterwards by cards that do not target it, such as Mirror Force, or Widespread Ruin.

The current game-legal text for Slifer the Sky Dragon says "When Normal Summoned, cards or effects cannot be activated" This prevents the activation of Bottomless Trap Hole in response to Slifer's Normal summon. However this is only for Normal Summon. "Botttomless Trap Hole" is typically viewed as being better than "Trap Hole" since the destroyed monster in banished/removed from play. That being said, "Trap Hole" can destroy monsters with an ATK under 1500 unlike its "Bottomless" counterpart. Plus there are a few monsters like "D.D. Survivor" that function better when removed from play.

I have this card called tiger dragon.. his effect is when i sacrifice a dragon monster for this card i can destroy 2 spell or traps on the field.. would bottomless traphole kill it before the effect?

As a Trigger, Tiger Dragon's effect will go on the chain first before anything else can be used, assuming the summon was not negated. Cards like Bottomless Trap Hole will be chained to it. Even though BTH resolves first and destroys the Tiger Dragon, this does not stop his effect from resolving and destroying the two targets.
