Press L+SELECT after you toss out heart scales. Go to where TM17 is supposed to be. It's not there. Instead of Protect, you have the move you want! This works for any Pokemon, not just Arceus. (You can teach Happiny Leaf Storm:) or Mime Jr. Rock Wrecker:) Warning: DO NOT TOSS OUT ALL THE HEART SCALES.
