If you don't want to spend more money on them you are able to get worlds from the Exchange that were made by other players. If you want to make your own worlds, you can download the Create A World from the Sims 3 website.

Once you have deleted the towns unfortunatley you cannot get them back, unless your computer has a virus or refreshes its memory. Mine refreshed its memory automatically and I have all the towns.

You can't save the house because you have no Sims living in it. If you want to save it, you have to go back to the neighborhood view and then go to the house and save it.
