The only other official one right now for Sims 3 besides Sunset Valley and those that come with Expansion Packs is Riverview. To get it just go to thesims3.com, it's free.
However, with new EPs (Expansion Packs) it is possible to get new towns. A few, such as Seasons, don't come with new towns but pretty much all the others do.
If you don't want to spend more money on them you are able to get worlds from the Exchange that were made by other players.
If you want to make your own worlds, you can download the Create A World from The Sims 3 website.
