Sure they can. It's a club. It's not a legal agreement by any stretch of the imagination, though with some clubs the consequences can get pretty serious. It's just a club though. Fundamentally, a few dudes sit around, make a name for their group, and write a set of "by laws." This is not a set of real laws. These are "the rules" to come inside "our tree house." Some groups take the rules very seriously. At the end of the day however, these are not legal entities unless they have incorporated themselves or are an established charity organization of some kind. Other exceptions may also apply. They are exceptions however, not the rule. Really, it's a group of people that wrote some crap down on paper and called it a law. It's really just some people that decide they want to hang out together though. They can deny anyone the right to hang out with them that they desire, for any reason they desire, just like anyone else in any social group.
