The sex in Shakespeare in Love is tame. It's more mild than many PG-13 movies.

The only thing the MPAA will say about Shakespeare in Love is: Rated R for sexuality.

That's all. No content descriptors. Nothing. For the real reason, you should watch the documentary "This Film is Not Yet Rated" where they hire a private detective to spy on the MPAA and find out its secrets.

The answer is that the MPAA is terrified of female sexuality. Male pleasure is not as scary to them as female pleasure.

The documentary also found out that the raters have to have a male MINISTER OR PRIEST in the room with them as they rate the movie! So violence is fine for PG-13, and male sexuality is sometimes OK for PG-13, but female pleasure is NOT OK. Films have gotten an R rating for a woman shown smiling in sex for too long.

Seriously. Watch the documentary. It's scary how the MPAA is hurting the sales of movies about women enjoying sex.
