She has to go under the fence and into the forest to hunt because it is illegal for people to hunt in the forests in Panem. The punishment is whipping and sometimes death. Katniss and her friend Gale are not charged because all of the officials in District Twelve buy their game.

Katniss and a few other tributes (not including Peeta) are busted out of the arena by Haymitch and Plutarch Heavensbee and taken to district thirteen. Bonnie and Twill were right about it still being under ground and very much alive.
The force field that keeps them in the game breaks by an electrical force and Katniss is taken away by people from district 13 (district 12 was destroyed by the Capitol) and she is told that Peeta was captured by the Capitol. More then half of the districts created a new district(district 13) that was blown up a few years back, and the people recreated it underground. They were planning before the Quell was announced, that they would break open the force field durring the games. After it is discovered that Katniss and Peeta were to return to the arena, the planned to take Katniss and Peeta after the force field is blown up, but they end up taking just Katniss. They think that the Capitol will use Peeta as bait to bring Katniss to them and reveal the under ground city in district 13. Haymitch knew the whole time but didn't want Katniss and Peeta to know. They wouldn't have made alliances with the districts as apart of the rebellion. District 12 was destroyed, but gale saved many District 12 before the explosion and escaped to the woods. That is all you learn in that book, but there is more about the escape to be learned in the 3rd book.
In The Hunger Games : The game-makers declared in the middle of the games, that if both members of the same district, are still alive, they can both win. Then, when Katniss and Peeta were both alive, they all of a sudden said that there could only be one winner, and neither wanted to kill the other and loose each other, so Katniss brought out poison berries, and they were both going to commit suicide. But the capitol got mad, so they let them both win, though some of the people were angry about this.In Catching Fire : Haymitch and the head game-maker take the remaining tributes out because they didn't think the president was being fair by putting them back in the games. But it tells nothing more, because that was the end of the book.
In District 12 of The Hunger Games it is forbidden to hunt or go into the forest. There is even electric fences which are supposed to be on, but never are due to the lack of electricity from the Capitol. For Katniss and Gale, the woods symbolize freedom from the Capitol. In the woods no one can tell them what to believe or what to think.
At the beginning of the games, Peeta joins the careers because he thinks it gives him a better chance at winning. He does quite well until the careers either see though him or finds out his plan, and injures him, leaving him for dead. Then Katniss finds him.
