In The Hunger Games : The game-makers declared in the middle of the games, that if both members of the same district, are still alive, they can both win. Then, when Katniss and Peeta were both alive, they all of a sudden said that there could only be one winner, and neither wanted to kill the other and loose each other, so Katniss brought out poison berries, and they were both going to commit suicide. But the capitol got mad, so they let them both win, though some of the people were angry about this.
In Catching Fire : Haymitch and the head game-maker take the remaining tributes out because they didn't think the president was being fair by putting them back in the games. But it tells nothing more, because that was the end of the book.
