It's called Catching Fire because, in the first book when Katniss pulls out the poisonous berries in the arena she creates a spark, because with that move she defies the capitol. In the second book the districts are being ignited because of the spark Katniss created. So in theory Panem is catching fire.

Suzanne Collins most likely named her book Catching Fire because of the main characters reputation. (that's my best guess, and I'm pretty confident in it!)
