The portraits don't allow the dead to talk to the living. They are effectively replicas of their subject but often don't share the same personality traits or remember memories from when they were living. When portraits speak, the dead person is not thinking or saying those words, indeed all the headmasters portraits are created to help the current headmaster and they only have memories of things which can help.
Sirius Black probably never had a portrait made because there was no point and Harry most likely wouldn't have wanted to talk to it anyway since it would just be a daily reminder that he'd never be able to actually speak to Sirius again, a bit like the resurrection stone where you could see the person but they weren't alive, it would drive a person insane.

So Harry and Bellatrix could be second cousins but are most likely more distantly related.
