For one thing, women simply aren't built the same way as men. A female does not naturally pack on the same amount of muscle mass. That doesn't mean they aren't strong, fit, or totally capable. It just means they are put together differently. Often, women that workout and build mass tend to do stretching routines to help tone and lengthen the muscles as well. They can be quite muscular, and not show the same way as a buff man. As far as the movies go, female action hero types tend to rely on intelligence, cunning, and training more than just brute strength as well.
