Well because, Gale only started loving her 6 months before the reaping. Gale also had kissed many girls before, while Peeta had loved her eversince he laid eyes on her. Gale also is two years older than Katniss and at first thought she was annoying when he first met her when she was 12 and he was 14 while Peeta Mellark is the same age as Katniss. Peeta even got a beating from his mother and gave her bread when they were young, when Katniss was 11 and on the verge of death because of starvation. Peeta even vowed to protect Katniss. He wanted her to go on becasue he understands how much katniss cares for her family. in my opinion Peeta and katniss make a better couple than Gale and Katniss.
