No one knows that for sure, but in the book, it says that district 12 is current day Viriginia and that the Capitol is in the Rocky Mountains. That is all the book says about location of districts.

∙ 12y agoThe map would include possibly most of the houses where the people live. It will show the seam which is the poorest place in District 12, which is on the border of the forest. It will show the merchant section where all the trading and buying goes on. Victors Village where the winners of The Hunger Games of there district live
It will show the Hob which is there "black market"
Its a small district so there isn't much.

∙ 12y agoWell, assuming that in the Hunger Games all state boundry lines are gone, and there are only District lines, it would probably be up North, since Katniss has good hunting skills, which is good in the North. Also, many of them are said to be cold, which is far more likely in the North than the South, East, or West.
