Yes, Percy is a dynamic character. If you read the entire 1st series, you would see that he undergoes changes in personality. At the beginning of the series he wasn't as concerned about the world and people as he is at the end of the series. You also see him mature emotionally throughout the series, so, yes, in my opinion Percy Jackson is a dynamic character.
