Yes, Percy is a dynamic character. If you read the entire 1st series, you would see that he undergoes changes in personality. At the beginning of the series he wasn't as concerned about the world and people as he is at the end of the series. You also see him mature emotionally throughout the series, so, yes, in my opinion Percy Jackson is a dynamic character.
In the Harry Potter series, there are several themes and plots going on, but a few main ideas: Harry Potter is a boy wizard is an orphan. He came to the wizarding world late because he's been living with his Aunt and Uncle, who are muggles (not magical folks). Harry Potter and the rest of the good wizarding world have a great enemy, Voldemort. Harry and Voldemort are closely intertwined in their destinies; one cannot survive while the other remains alive. Harry Potter is a boy who's parents died when he was a baby, and so he is raised by his rotten aunt and uncle. Harry is told his parents died in a car crash. However, on his eleventh birthday, harry finds out that his parents were wizards, and were really killed by an evil wizard named Voldemort, who had tried to kill Harry but failed. Harry learns that he is a wizard, and is famous for defeating Voldemort. The books follow Harry's adventures at Hogwarts, a magic school for wizards and witches, as he learns magic, makes new friends, and faces dangers.

Ron and Harry flew the car after they couldn't get through the barrier and missed the train.
Mr. Weasly's Car. It flew the boys to school.
Nobody from the Harry Potter cast died in a car crash.
The Flying Ford Anglia was used in the summer of 1992 by Fred, George, and Ron Weasley to rescue Harry Potter, who was locked up in his room at the Dursleys' and had been unable to receive any mail from the Wizarding community as a result of Dobby's attempts to protect him.
At no point in the series has it been mentioned that Harry Potter owned a car. The Ford Anglia flown by the boys in Harry Potter and the Chamber of Secrets was owned by Mr. Weasley.
Harry Potter and Ron Weasley crashed into the Whomping Willow.
no, because it's not real.
A smart, shiny company car
Harry only mentions him driving a car in the epilogue, J.K. Rowling didn't specify the model. In the second book, Harry Potter and the Chamber of Secrets, Harry and Ron fly to Hogwarts in a Ford Anglia. This car was owned by Arthur Weasley, who enchanted it to fly.
Harry Potter discovered that his parents were a witch and wizard and that they were murdered by Lord Voldemort. Harry had always been told that his parents died in a car crash and he had no idea they were magical.
It wasn't mentioned what car Harry drove. Plus, the epilogue was set in 2017 so the type of car he drove probably wasn't invented in 2007.
No one? I don't think! ... Well Harry Potter, Maybe?
