Yes, Percy is a dynamic character. If you read the entire 1st series, you would see that he undergoes changes in personality. At the beginning of the series he wasn't as concerned about the world and people as he is at the end of the series. You also see him mature emotionally throughout the series, so, yes, in my opinion Percy Jackson is a dynamic character.

Depending on what you are looking for in the definition of "dynamic", in the Harry Potter series, a dynamic character would be a character who has a permanent change in their outlook. A character in Harry Potter similar to that definition would definitely be Harry Potter himself. How? He starts as an unloved boy who lives in a cupboard, who thinks his parents died in a car crash, to finding out he's a famous (for surviving the killing curse) wizard. He goes to Hogwarts, and actually makes friends, which improves his confidence. Now we all know what happens in between that, and towards the last book, we notice how much Harry has changed, and how grew from a boy to a man, and how he isn't afraid to die for those he loves.

A dynamic character is one who changes throughout the plot. This makes Harry himself dynamic as he begins the book as a timid ten year old boy who is miserable with his current life but by the end of the book he has gained confidence, made friends and has found a home in the wizarding world.
