It amplifies the writer/screamers voice and projects it to the person reading the letter so they can get the full force of it. Neville Longbottom also got one in the third Harry Potter book from his grandmother. They are unwanted and in the movies, they explode at the end. They are red in color.

The description on the card mentioned his work with Nicolas Flamel, when Harry heard the name later he couldn't remember where he had previously read it until he received the card again towards the end of the year.
