By Holler, I'm thinking you actually meant howler, which is the letter Ron receives in the second book/movie. It amplifies the writer/screamers voice and projects it to the person reading the letter so they can get the full force of it.

Neville Longbottom also got one in the third Harry Potter book from his grandmother.

They are unwanted and in the movies, they explode at the end.

They are red in color.
