They were given the power of flight in the first of the new relaunched series in 2005- previously, their main problem was that they were confined to flat surfaces and couldn't climb stairs, which limited their activities (this was considered a joke by many!) However, in the early days of Dr.Who in the '60s, they COULD utilise special hover-platforms that they 'stood' on- flat saucer-like anti-gravity plates with railings around the front section.
The new series overcame this by equipping them with anti-gravity generators that enabled them to hover and move through the air.
As revealed in Daleks in Manhatten/Eveloution of the Daleks, the Daleks are made out a metal called Dalekanium. The base of the dalek also provides a pickup for static electricity
