If there is not a menu that states you can change the language then you will not be able to convert the movie from English to Tamil. Depending on the movie you are wanting to watch, look in the main menu for options to change languages. If it is a downloaded movie, you can access a drop down menu from the options and they will have a selected list of languages you may choose from.
To share a movie created in iMovie: From the iMovie Share menu select iDVD. Your project will be passed to iDVD where you can select a theme for your menu etc. When you have set up your DVD select Burn DVD... from the file menu.
