Depending on the menu of the specific movie player, you should be able to enable subtitles. Generally, in the tools section of the menu you will find the option to enable subtitles, if they exist in the movie file or DVD.

If there is not a menu that states you can change the language then you will not be able to convert the movie from English to Tamil. Depending on the movie you are wanting to watch, look in the main menu for options to change languages. If it is a downloaded movie, you can access a drop down menu from the options and they will have a selected list of languages you may choose from.

When you Publish/Finish your video in Windows Movie Maker, choose the More Settings option. There is a wider selection of quality settings to select from in that menu.
