It means that the Capitol uses The Hunger Games as a scare tactic against the Districts and when it was designed it was believed to be foolproof. When Katniss outsmarted the Games she effectively defeated this tactic.

∙ 10y agoThe Hunger Games is the Capitol's weapon in showing the districts that they are in charge and that they can do whatever they want and nothing the districts can do can change that without severe consequences. But when Katniss pulled that stunt with those poisonous berries, she had no idea that she had stood them up and that she used their weapon to her advantage
