That actually isn't true. Naruto DOES see Hinata nude at one point. In an episode where Naruto and Hinata's squad search for the Bicohu Beatle, Hinata is training one night nude on a lake (yes ON a lake). As it turms out, Hinata can manipulate water. As she trains nude, Naruto goes to use the "bathroom" and accidentally sees her training but didn't recognize her. The audience doesnt see anything either accept for a siloehte but it is Hinata.
It's episode 148. And Hinata isn't manipulating water, she's using her chakra to move the water.
