He has some kind of insomniac jutsu that help him keep awake, also theorized that it is partially the cause of his behavior. EDIT: Actually, it is suggested in the anime that he does sleep though does so rarily because any sustained amount of sleep will cause Shukaku to slowly eat his soul and take over control.
