He says "Where the hell have you been loca?" which is spanish for "crazy girl/woman" and "Que Quowle" which is Quileute. From what I've found out by asking my self, this means "Stay with me forever."

You would have to find someone who speaks the language and ask them. There are few phrases posted online for those Twi-hards who want to pretend to speak the dialect. I know a lot of people think Jacob Black says "I love you" to Bella in Quiluete, but he really says: "Stay with me forever".
