The boys also decide on rules with regard to speaking at the meetings and perhaps most important of all, after Ralph raises the issue, they decide to build a signal fire on the mountain top in the hope of attracting passing ships or planes, with a view to being rescued.

At the beginning of the book, there is debate on who should be chief. Jack asserts that he should be chief, but Roger puts in that they should have a vote. Everyone agrees that there should be a vote, and everyone votes for Ralph. Ralph becomes chief and he is chief until the very end, when Jack makes his own tribe and mostly all of the boys join him except for Ralph, Piggy, and Samneric. The boys joining Jack symbolizes their change to savagery.
