What he meant by "I hope you never have to use it," is that Sasuke would never attack Konohagakure -- Itachi asked Naruto what he (Naruto) would do if Sasuke attacked Konoha, to which Naruto replied he would stop Sasuke without killing him. Itachi gave Naruto the power so he would be able to this, or at least have a better chance at being able to.
