Michael Jackson is an African-American which means he is black. He had a rare disease called vitiligo which makes you loose pigmintation in your skin and your skin becomes white in patches. As Michael Jackson was very famous at that time because he released the world's best selling album, he felt ashamed to come out in front of an audience with blotchy skin. Therefore, he used powder to even out the blotches. He was still black.

He was black, and remained so his entire life. The pigment in his skin "died" because of a skin disease resulting in the milky white look he had.
