There are twelve districts in the country of Panem. None of them have names, but they are all numbered. There are Districts 1-12. District 13 used to exist, but was blown to bits in the Dark Days (the first rebellion).
Each of the twelve districts was in charge of a different product. Districts are often identified in conversation by what they were in charge of producing - most products went to the Capitol.
District 13 was actually in charge of researching and developing Nuclear Weapons. The Capitol told Panem citizens it was in charge of graphite mining and production.

Well, there's no place called Panem, no capital called the Capitol and no event in which 24 young children are taken from their parents, shoved into an arena and made to battle to their deaths.
The kids in the Hunger Games have to fight to the death of one another so they can win the games, and get home to their district. Once they win, you get fame, better food, and more opportunities.
The Hunger Games are held by the Capitol as a reminder to the districts of their rebellion and how badly it ended for them. Because of the rebellion, they are forced to kill 23 children every year.
It started when each district rebelled against the Capitol, so as a punishment and to remind them of their wrong-doing, the Capitol required a boy and a girl from each districts to fight in the Hunger Games.
The Hunger Games is about a country called Panem in the ruins of North America somewhat in the future and its annual competition, the Hunger Games. In the Hunger Games, the Capitol, the heart of Panem, forces the twelve surrounding districts to each send one boy and one girl to fight the other districts in Panem. And in the Hunger Games, there is only one rule: Stay Alive.
All the districts have to do the hunger games as they all rebelled against the capital. The capital use the hunger games to scare the districts and stop them rebelling again as they don't know if they can control them again. So it is used to stop them fighting back its there weapon against them.
All 12 Districts go to the Hunger Games. I am not surprised they do have people that go to the games.
In Panem. In District 12. In all 12 districts and in the Capitol. In the Hunger Games Arena.

The Capitol is the antagonist because it forces all 12 districts to send i boy and 1 girl into the hunger games each year and they are very cruel.
It is the Capitol's way of making sure all of the districts are in line and are behaved.
It was the treaty signed after the first rebellion which states that The Hunger Games must happen and why.
Only Districts 1, 2, and 4 are considered "career" districts and that means that they trained their whole lives for the Hunger Games. They willingly volunteer at the reaping, where winning is such a huge honor. The career districts are more well fed and have proper meals and clothing because of all the precedent victors.
