Gandalf, who is also present, immediately rebukes Pippin for using that term and states that the only lord of the ring is Sauron. Frodo might be able to resist the power of the ring, but ultimately, he could never master the One Ring.

No, Gandalf was not an elf. He is a Maia, a spirit sent to Middle Earth by the Valar in the Undying Lands, to help the people fight against Sauron. He, and the four others sent were sometimes known as Istari or Wizards.
