Kushina was brought to Konoha from Uzu no Kuni specifically to be the Kyubi's second host. Hi no Kuni and Uzu no Kuni and the villages of Konohagakure and Uzushiogakure were very close. The Uzumaki clan of Uzushio and the Senju clan of Konoha are distantly related.

The Uzumaki clan specialized in seals. The Shisho Fuin on Naruto's stomach was based on their jutsus and Kushina was the one who taught Fuin jutsus to Minato, the Fourth Hokage (also known as Naruto's father).

The swirly symbol that Naruto and Konoha ninjas are seen using on the back of their clothing is the mark of the village of Uzushiogakure. That mark has been used in Konoha as a symbol of friendship.

Uzushiogakure no longer exists. Their Fuin jutsus were feared during the war and eventually they got attacked and destroyed. The survivors of that country all scattered to other lands and went into hiding.

The first Kyubi host was also a kunoichi from Uzushio.
