To my knowledge, there was no one with a megaphone in Lord of the Flies. However, you may be thinking of when Ralph blew the conch for the first time and Jack and the choir arrives, Jack asks, "Where is the man with the Trumpet?"

First of all, keep in mind that the beast is not an actual object. The fear started from an unknown fear and the boys reached to creating the fear of the beast or Lord of the Flies. Also, recall that Jack, Roger, and Maurice had killed a sow, cut its head, and stuck it on the pointed end of a stick. When Simon speaks with lord of the flies, he sees the dead sow's head on a stick, however the beast within him is making him see the sow as a real object which is talking to him. The beast tries to control Simon, by making the evil within him being exterted and for him to turn savage like the other boys, however, he faints.

Nobody was a megaphone, because a megaphone is a device which amplifies a person's voice, it is sometimes referred to as a 'bull horn.' When Jack arrived at the first meeting, after hearing the sound of the conch shell, he asked, "Where is the man with the megaphone?" He had obviously thought that the noise had been made by an adult. Ralph replied that there was no man, "only me."
