Chances are the person who is telling you that once had a professor or an educator who said that it should be one way. Perhaps styleguides do dictate or recommend one way at the expense of another, but really anybody who says that "fifteen hundred ninety one" is not an acceptable way to write or vocalize "1591" is certainly wrong and perhaps pigheaded.
