There's nothing wrong with saying or writing fifteen hundred ninety one since, well, that's exactly what it is. As a point of style, it might be more accepted to simply say or write fifteen-nintety-one. As a technical point, it might actually be correct to say one-thousand-five-hundred-nintety-one, but that would seem strange for a date. Chances are the person who is telling you that once had a professor or an educator who said that it should be one way. Perhaps styleguides do dictate or recommend one way at the expense of another, but really anybody who says that "fifteen hundred ninety one" is not an acceptable way to write or vocalize "1591" is certainly wrong and perhaps pigheaded.
