Yes, Katniss becomes the head of the family after her father dies. Her mother becomes very depressed and essentially leaves Katniss and Prim, so Katniss has to support the family by providing food.

Katniss has to hunt for food and sell things for money because her mother starts blocking Prim and Katniss out for a long time out of grief (Her husband died/left her). To get the food, Katniss has to hunt illegally on Capitol property.
