As in the book, third to The Hunger Games series by Suzanne Collins, it is going to be called MockingJay and not The Victors and will be out in stores August 24th. But no further detail has been given out. :/ maybe gale will die and katniss and peeta can finally have a real wedding;) jk

She returns because of the Quaker Quell. President Snow says the victors will compete amongst themselves to see who gets the title and beats all the other victors. it says in the book

Both of them win. After the announcer tells them that only one of them can win, not both of them as promised, Katniss pulls out poisonous berries, and her and Peeta each put them in their mouth, giving seneca crane and the capitol the choice to have 2 victors, or none. They announce that both Katniss and Peeta have won, so they spit out the berries.
