In Catching Fire, every tribute from the 75th Quarter Quell (besides Katniss, Peeta, and Maggs) are what you'd consider 'old winners,' or what The Hunger Games might call previous/past victors. POPULAR past victors include Finnick, Haymitch, Johanna, Wiress, Beetee, Brutus, and Enobaria.

The victors of the 74th Hunger Games are announced as Katniss Everdeen and Peeta Mellark in the first book, The Hunger Games, even though there was supposed to be only one victor.

The victor of the 75th Hunger Games was not announced in the second book, Catching Fire, because more than one survived. Katniss and Peeta were two of the survivors.

They are called the Victors. And when they come back for the years after they are called Mentors, because they mentor their tributes for the games.
