How do you unlock Sai in Naruto Shippuden akatsuki rising?

You unlock sasuke taka (akatsuki) by getting 560,000 SP, you don't have to get all the cursed dolls. A good way to get storm points is by vs other players on the same console, but you can do the cursed dolls to get SP.

Zetsu isn't in this game and isn't in any yet because zetsu hasn't had a fight yet and don't know his powers... and would be a spoiler.. lol

You have to beat the main story mode with naruto, while having both sai and sakura as your support characters. And yes, you have to get through all ten chapters.
